•
software, contingent on Council approval and taking
delivery by December 31, 1987. Summaries of the
Computer System Investment, Finance Committee's
recommendations of financing and other
justifications were presented to Council. The cash
purchase price is $92,270. This will include an
interfund loan of $31,212 from the Wastewater Fund
of the General Fund's portion to be reimbursed over
the next three years (1980--90) including loss of
interest earning in the wastewater Fund. Payments
will be made to NCR as the system is deliver,
converted and installed.
Bob Szymanski, Chairman of the Finance Committee,
added that the Finance Committee discussed in great
detail this upgrade over the past several Committee
meetings concluding that the current system is 10
years old and has many limitation,. Often, personnel
are required to work overtime as the system, is not
multi-functional. There are tangible savings by
upgrading the system and will allow staff to perform
more functions faster. The savings in maintenance
costs is another direct benefit to the City.
Therefore, the Finance Committee strongly recommends
approval of this system and reconmc-d the financing
as presented. 'Essentially, what we are doing in
the General Fund Is making a lease-purchase from the
Wastewater Pund...at a much lover interest cost,
The Wastewater Fund is not loosing any interest, and
overall the City is saving money. I think it in a
vary unique, f itleoc;.ne mechanism where 'she City is
utilising its resources to its maximum advantage.'
Mayor Fauson stated that the new utility billing
method is much more desirable as is the City's
ability to print messages directly on the bill.
Mayor Fauson moved that Council approve the purchase
of the computer system. Scarpella seconded.
Szymanski asked that the motion be amended to
include the interfund loan transfer from the Waste-
water Fund for the cash purchase to be reimbursed
over the next three years (1966-1990). Mayor Fauson
accepted the amendment. Sackett seconded.
Unanimous.
AWARD BID - TRBATBD WATER STORAGE FROlICT - PIPILI$B
INSTALLATION Related to this project, Phare explained that the
City is involved in final arrangements for easements
along the Louisville Lateral and have arranged for
the remaining easement. The pipeline portion of the
project parallels the community Ditch and Louisville
Lateral requiring easements from private property
owners.
3
