Wurl directed comments to questions raised by <br /> the public. the four types of taxing mechanisms <br /> that would require a vote of the people are 1) am <br /> annual motor vehicle registration fee of not more <br /> than 810, 2) a sales and/or use tax not to exceed <br /> 4/10ths of one percent, 3 ) a head tax not to <br /> exceed $2 monthly from each employ** and $2 per <br /> month for each employer from the employer, and 4) <br /> the formation of improvement districts. The only <br /> two items that can be imposed without a vote o <br /> the people are the value capture or tax increment <br /> limited to 251 of the increase in value and the <br /> 3 <br />
