Davidson called for Staff introduction. <br /> <br />Paul Wood, Planning Director, stated this is a proposal for a 22,000 sf speculative multi-tenant <br />light industrial building in the CTC, First Filing. The lot is on the south side of Boxelder Street, <br />between two existing buildings. <br /> <br />The building is rectangular and located on the west side of the lot. Parking is located to the east of <br />the building. Applicable minimum building and parking setbacks for the CTC have been met. A <br />public sidewalk is required along Boxelder on this site, per the CTC Master Sidewalk Plan. Due to <br />the existing sidewalks, it does not make sense to design this site's sidewalk to the full <br />requirements of the Sidewalk Plan. Staff and Planning Commission recommend that the sidewalk <br />have a slightly greater meander and offset from the street to add an additional street tree and better <br />meet the intent of the CTC Sidewalk Plan. The sidewalk still needs to be modified accordingly. <br /> <br />Parking is provided for 59 vehicles and 10 bicycles. The plans also show eleven 'deferred' parking <br />spaces in front of the loading doors. Those spaces could be used if tenants did not need the loading <br />door and their interior finished space demanded more parking. If used as parking spaces, it would <br />be required that the loading door be replaced with window glazing. <br /> <br />Landscape coverage just meets the City minimum standard at 25 percent. Plant material quantities <br />meet or exceed CTC guidelines. Generally the proposed landscape plan is a strong part of the <br />proposal. <br /> <br />The building is proposed to be constructed of site cast concrete to be painted in colors similar to <br />the adjacent buildings. Based upon the proposed colors and the use of the stone accent, staff feels a <br />site cast building would be appropriate between the two existing buildings constructed of CMU. <br /> <br />A photometric site plan has been submitted which meets typical lighting guidelines applied in the <br />CTC. <br /> <br />One standard 3-foot by 5-foot monument sign is proposed at the main entry off South Taylor The <br />design meets the CTC standard. No wall signs are being proposed. <br /> <br />The Planning Commission approved the application and the applicant has generally agreed to meet <br />all the conditions, revising the plans accordingly. Four minor conditions remain, related to <br />landscaping and the public sidewalk. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Dennis Payne, DP Construction, explained that due to the width of the lot and the conditions on <br />both sides, including the detention pond, he did not feel there was any way of meeting condition <br />number one and asked that it be removed.
