C. The City Council shall have the power, by motion, to prescribe such other and further rules and regulations governing the power and duties of the Superintendent and such other rates, rules and regulations not contained in Chapters 13.20, 13.24, 13.28 and 13.32. 13.20.020 - violation - Penalty. Any person who violates any of the provisions of Chapters 13.20, 13.24, 13.28 or 13.32 shall be guilty of a violation of such provisions, and shall be subject to the penalty provided in Section 1.28.010. Section 7. Sections 13.28.040, 13.28.050, 13.28.060 of the Louisville Municipal Code are hereby repealed. Section 8. The following sections are hereby added to Title 13 of the Louisville Municipal Code. 13.28.040 - Billinq Procedure - Delinquent PaYment - Service Discontinued. The City shall bill all users in accordance with the monthly sewer service charges. Billings shall be prepared, forwarded and due as provided in Section 13.12.110. 13.28.050 - Delinquent Rents Constitute Lien. All sewer rents and rates, including late charges and penalties, shall be a charge and lien upon the real property to which sewer service is provided from the time said rents are due, and shall be a perpetual charge against said property until paid. In the event said rents are not paid when due, the City Clerk may certify such del inquent rents to the treasurer of Boulder County, and said rents shall be collected in the same manner as though they were a part of the taxes on such property. Al ternati vely , the ci ty shall be entitled to judgment against the consumer, or any owner or occupant of any real property served for the costs and expenses of such proceeding, including attorney fees in addition to the amount of delinquency.
