The primary goal of the <br />meetings was to allow input in designing <br />Phase II of the Harper Lake Improvements. <br />Phase II emphasizes improvements on the north <br />side of the site. Improvements include plant- <br />ing of trees and shrubs which are drought <br />tolerant and known to attract wildlife. A <br />gravel fines path making the site accessible <br />is also included in the $35,000 budget for <br />Phase II. Since Phase II will not include an <br />irrigation system it is imperative that the <br />planting take place in early spring. Water- <br />ing throughout the first year will be done <br />using a watering truck on an as needed basis. <br />Bid specifications will include a one year <br />warranty on all plant materials specifying <br />the area will not include an underground <br />irrigation system. <br /> <br />Sackett: Felt that Council was trying to respond to a <br />neighborhood group by approving Phase II of <br />this project. I think we need to analyze <br />their concerns along with the concerns of the <br />entire town. So I felt that Phase I was a <br />good start. My idea was that we spread the <br />money around the entire park system so that <br />all of our money is not being put in just one <br />park. Was concerned with doing Phase I and <br />Phase II before knowing how many parks need <br />improvements. Felt that was what the Parks <br />Master Plan Committee was all about. I would <br />favor leaving the money in the budget, but <br />delaying this decision until we can get some <br />indication from the Parks Master Plan Task <br />Force. <br /> <br /> <br />Davidson: Agreed with Sackett on a lot of things that <br />he was saying. However, in the case of <br />Harper Lake, I view that more like a regional <br />facility, rather than a local park. I think I <br />would support the completion of the <br />improvements at Harper, but before we start <br />on the next project we need to look at total <br />city needs. <br /> <br />Howard: In order for a park to be useful there is <br />some more work that has to take place. other <br />parks in town are at a stage where they are <br />useful. At Harper Lake, right now, we have <br />large gaps in our foliage, a lot of rock that <br />is visible, no shade and it is a draw not <br />only for Louisville but also for the <br />adjoining County areas.
