I'm seeing some revisions to the agreement that I feel is very position. I feel that all of Louisville's concerns have not yet been addressed. Howard: Basically where we are? We don't have in place the Intergovernmental Agreement? Griffiths: That is correct. Howard: Unless those Intergovernmental Agreements are in place, there is no way I can go for this. We need to know that this parkway is not going to turn into W-470 and that Louisville gets something out of the deal. Hornbostel: I did get a memorandum from Ron stewart on the questions that we had asked. Who will maintain the parkway? The state Highway and MTDC will maintain it was the answer. Does it include the Highway 42 connection to 96th? The connection between Dillon Road and state Highway 42 is included in the MTDC project list. The allocation for this project list is 5 million dollars. Who funds the 96th street Interchange on 36th whether there would be a possibility of refunds to parties who invest in the 96th Interchange? 96th Interchange on us 36th will be financed partly by a special improvement district of land owners near the interchange and partly by the MTDC. The MTDC funds will be used to run the Interchange to a four lane with a the turning lane standard. Partners of the Interchange will not be eligible for refunds. The benefits to those parties would result in the increased value from development. How is it reviewed if it is under a 20 year plan? The MTDC plan can be modified by a 2/3 vote by the MTDC author i ty wi th the member of the impacted County concurring. The project 13
