..,.
Franklin: It is the zoned district that is the old
downtown area. It provides a wide
variety of retail, service and office
uses. It is different than the
Commercial Business District.
Carnival: Your memorandum refers to the 1989 Comp
Plan Update and that is where this area
is zoned commercial/ residential. Prior
to that what did the Comp Plan indicate
and how many changes have been made to
the Comp Plan?
Franklin: The updates that have occurred more or
less ever two years have involved this
area from residential to
residential/commercial, residential and
back to residential/commercial. This has not
happened, so my question is, why didn't
it happen and how are you going to met
this opposition?
Morris: I think there were a lot of people that
came out and were upset with the ideas.
I thought our planners were getting
response from the people that were
interested in the project. We attempted
five or six meetings and couldn't get
these people to turn out. It would seem
to me if they were totally concerned all
the way, there would have been a better
response at the area where they would
have given us some ideas and some
understandings.
Howard: Mrs. Wanda Rice attended all three of
the meetings and my question to you is
8
