...

Pat Marinelli was appointed to the Arts & Humanities Board for 3
years.

Patricia Scholes and Donald Ross were appointed to the Historical
Commission to complete a 2 year term (term expires January 1992).

REPORTS/CONTINUING DISCUSSION CONCERNING NORTHWEST PARKWAY

Griffiths: Negotiations have continued on this item since the
last Council meeting. There has been at least one
if not two meeting of the elected officials and
attorneys who are looking at the first part of the
agreement. The Technical Committee is still
looking at Exhibit B, which contains the parkway
standards itself. There have been minor
adjustments to the agreement by the elected
officials and the attorneys. The body of the
agreement and the wording of the agreement has
been hammered out among those who have been
attending these meetings. I think several changes
were made in the last draft of the agreement, one
of which was to replace many of the restrictions
that have formally been imposed upon property
designated as open space acquisition. There are
requirements imposed upon further development in
the sense that applications would have to be
distributed among the varies parties and reviewed.
Those areas that are of interest to the City of
Louisville, the annexation provisions that we have
worked on are in there. The non-severability
clause is in the agreement. I think still the
agreement is going to be subject to a hearing
tonight, it is still being reviewed and we do
expect additional changes to be made. Although I
think the basic structure of the agreement itself
is in place and now I think it is going to be more
debate over specifics and also concerns expressed
at public hearings. Very important issues that
remain are in Exhibit B which are location of the
parkway, maintenance of the parkway and those
kinds of issues.

Hornbostel: The agreement that we have hammered out is
basically the one that we have for Boulder County.
They are in the process of trying to get Jefferson
County included. First we had two IGA's and now
as the bill goes through the Legislation, they
require that we have only one IGA. The second
committee is doing the technical as well as trying
to iron out differences between Jefferson County
and Boulder County. We had talked about trying to
get a slight modification alignment and I believe
they are receptive to that. That would be about
400 to 800 feet to the east and south of Dillon.

2
