Motion passed by voice vote. O’Connell abstained. <br />Public Comments <br /> – None heard. <br />Regular Business – Public Hearing Items: <br /> <br /> Resolution No. 09, Series 2010 <br /> – A resolution recommending approval <br /> <br />of a special review use (SRU) request for a private elementary school for <br />children between the ages of 5 to 11 years old (grades Kindergarten <br />th <br />through 5 grade) with a maximum of 20 students at any one time. <br />Patchwork Elementary School, 1436 Main Street; Lot 8, Block 9, <br />Caledonia Place, Case No. 10-003-UR. <br /> <br /> Applicant and Representative: Patchwork Elementary School (Elizabeth Baker & Michele Beach) <br /> <br /> Owner: David & Michele Beach <br /> <br /> Case Manager: Sean McCartney, Principal Planner <br />Public Notice Certification: <br />Published in the Camera on April 25, 2010. Posted in City Hall, the Library, the <br />Recreation Center, the Police and Courts Building and mailed to surrounding <br />property owners on April 23, 2010. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Staff Report of Facts and Issues: <br />McCartney provided a summary of the project including the following points of <br />discussion: <br /> <br /> The project is a request for approval of a special review use (SRU) to <br />permit the operation of a private elementary school on a property located <br />at 1436 Main St. <br /> <br /> The applicants are the same individuals that own and operate the <br />Patchwork Pre-school located at 1428 Main St. The pre-school project <br />was approved in 2008. <br /> <br /> The application is to expand the schools services to provide alternative <br />school opportunities for older children. <br /> <br /> The school would operate between 8:45 a.m. to 2:45 p.m. and would <br />th <br />serve children between 5 and 11 years old or Kindergarten through 5 <br />grade. <br /> <br /> The maximum number of students for the new program would be 20 <br />students with 2 staff members. <br /> <br /> A parking/drop-off management plan has been requested of the applicant. <br /> <br /> The applicant continues to work with neighbors regarding any concerns <br />they have regarding parking. <br /> <br /> The building has previously been an engineering office and has not been <br />a private residence for several years. <br /> <br /> There is parking available on site to accommodate the required parking <br />spaces for the two staff members. <br /> <br />
