<br />"..1 <br /> <br /> <br /> <br /> <br />variable frequency speed pumps would optimize <br />the energy consumption particularly when it <br />relates to winter and summer where there is a <br />substantial difference in ratio. The struc- <br />ture we are proposing is the lower level of <br />that structure and would have the floor space <br />to accommodate all of the Phase IV mechanical <br />equipment that would not be installed in <br />Phase I. Providing the floor space was <br />deemed cost effective. <br /> <br />An issue that came up during the review of <br />the site plan was there is some standing <br />water on the far west end of the site. We <br />contacted the U. S . Army Corp. of Engineers <br />regarding the plans for mitigation. The <br />surface acreage of that water does not come <br />under the Wetlands Mitigations Act because of <br />it's acreage. Anything less than one acre is <br />exempt. They are talking about reducing that <br />requirement to half an acre. The standing <br />water represents about four-tenths of an <br />acre. <br /> <br />Mr. Klee reviewed and explained the estimated cost analysis and <br />did a cost comparison from the 1990 RMC study to the 1991 Prede- <br />sign study. <br /> <br />Hornbostel: What happens to the North Plant when we make <br />the change to the South Plant? Do we not use <br />it anymore? <br /> <br />Phare: Those kinds of detailed analysis will come <br />along, we have two options; we can use this <br />when our demand exceeds the ability of the <br />North Plant, but we loose some pumping sav- <br />ings because we're pumping from a lower plant <br />versus a higher plant; or run both of them <br />and let one supply mid-zone and low-zone by <br />gravity and still have a water supply consid- <br />eration, Le. make use of Harper Lake. We <br />have a lot of detailed analysis to go through <br />and I don't know if there is a right answer <br />or wrong answer. We will be using both <br />plants in the summer, we need both plants in <br />the future to meets demands, in the winter it <br />is somewhat optional. I would prefer to run <br />both plants. <br /> <br />Hornbostel: So your concern with the pumping in the high <br />zone is only if something should happen to <br />the North Plant that you would be prepared if <br />you had to take over in the South Plant? <br /> <br /> <br /> <br />5 <br />
