..;1
is $13,000.00 and that is all most as much as we are
spending repairing alleys this year. We have a lot of
alleys and we have a lot of needs. It is hard for me to
justify voting City of Louisville money even though
Homart is fronting the money the City eventually has to
reimburse them when we are not even taking care of the
needs of the people who live in town and are taxpayers.
I certainly have no objection to them having an access
road but they are in the County, they are County
residents my view is the County should pay for it not
the City. McCaslin is a right in/right out, it certainly
not as convenient as doing it the other way. We are not
meeting the full needs of our residents.
Fauson: Mr. Phare, had it been discussed with the County the
possibility of them sharing the cost? Are they willing to
contribute anything towards that?
Misner: I am Clark Misner, I am the Assistant Public Works
Director. I did approach the Commissioners with that
issue concerning the frontage road. The Commissioners
felt that if the City Council would like to make that
request to the Commissioners they would consider it in
the 1992 budget. We do not have the funds available at
this time for this purpose.
Howard: You said that they would be willing to entertain that but
that the problem is that they do not have the funds at
this time, is that correct? I believe Mr. Shonkwiler said
that he would front the cost of constructing the frontage
road, therefore, the funds would not have to be up front
they could be deferred similar to how the City of
Louisville would be doing it. Does that offer you any
lieu way in approaching the County for deferred funds?
Misner: The request would have to be made from the 1992
budget, so the funds wouldn't be available if they were
approved until next budget year.
Howard: I agree with both parties, I think it is probably a good
idea to have this frontage road built, but I'm not sure
it's a good idea to spend City of Louisville residents'
money when we may not have to. That is my only
concern.
8
