I don't think it is <br /> fair if we are going to ask if proper funding is available. <br /> What we should ask is, are the people willing to pay a <br /> tax to support building such a road. It would require <br /> such a tax and we would have to pay it. They would be willing <br /> to invest in a tollway because of the future profits. My <br /> thought is, there is no doubt that the people are going <br /> to have an opportunity to address the funding issues in <br /> the future. The thing that confused me is, the last time <br /> we had a question on the funding of W -4 70 it was <br /> defeated and we were left wondering if they defeated it <br /> because of the funding or because they just simply don't <br /> like a roadway. They didn't want it for environmental <br /> reasons or for growth reasons or whatever. That is what <br /> I am trying to get at, we need to understand what <br /> people really want from us. If they want the roadway, <br /> it is our job to find a creative way of funding it in a way <br /> that is acceptable to the people. If they don't want the <br /> roadway that would help us in the positions we take. We <br /> can say, we don't care what kind of funding you have, <br /> we don't want it or we do want it, we just think the <br /> funding needs to be reasonable. Is that clear? <br />Howard: Yes, but I didn't hear that inside of your motion, that <br /> essence if the funding is reasonable, because that is also <br /> a question as well. <br />Sackett: Separate from the funding Issue, do people <br /> fundamentally support the idea of a beltway or don't <br /> they? If we can take funding out of the picture, is it <br /> because they don't want the beltway because of <br /> environmental reasons or whatever.
