Davidson: Mr. Mayor, I have reviewed the study in great detail and I think it is one of the best ones I have ever seen, I will have to agree with John that there is not much need for me to go through a lot of detail. You mentioned that you were going to send out notifications to all of the employees of their new classification, would you be doing that after the budget is approved? I would hate to send out notices telling everybody you are going to be in this position and this is the salary range and have Council take it away from them. If I was an employee I wouldn't like that. Blankenship: We will definitely wait until we know what dollars are there before we make a final commitment. Davidson: Is this comprehensive evaluation of the Louisville Public Safety Department the one the Finance Committee is going to consider tomorrow? Is that going to address the questions like retention? Brand: Yes, retention, recruitment, promotion. Howard: If we go on this process, since the budget will be broke, we are going to have to do some fixing in there. I would like to see some sort of phased approach to doing this. We may not be able to it all at once, but I would like to give staff an opportunity to say this is a way that we can get to where we need to be in a reasonable time frame. I think it would be better for staff and it would offer the Council a reasonable course to go on. Brand: I think we can have those discussions on the 10th and we will have options for you to chose to bring the budget into balance.
