Sackett wanted people to have the <br />opportunity to express their support for the beltway between 36 and the airport even if they <br />do not want to support the entire beltway. Sackett felt all three questions will provide <br />future City officials with good information about citizen's opinions. <br />Hornbostel gave Council a brief overview of the airport access study. The airport access <br />study made several conclusions as to whether there is a need for a beltway, the connection <br />between 36 and 125. Hornbostel explained that the study concluded that there was not a <br />need for a beltway. It was decided that the most appropriate road if there was to be a road <br />would be a four-lane highway. That would be within a period of time up to the year 2010. <br />Hornbostel felt that the way the questions were written, they implied W-470 and the ballot <br />questions should be very specific and clear. <br />Griffiths: I would like to explain who is responsible for the <br /> specific wording and that is me. I was asked to come up <br /> with draft ballot titles and I did that. I did that without <br /> the minutes of the meeting in front of me, but just from <br /> my recollection of the discussion before City Council. <br /> My recollection of the discussion was that there was <br /> really two things being discussed; one was linking of C- <br /> 470 and E-470; and access to the airport. I wasn't really <br /> sure where the Council was going so I came up with <br /> these two alternatives. I didn't really know what a <br /> beltway was. I knew everybody assumed it was <br /> something more than a two-lane roadway and so I put <br /> in at least four-lanes, that is where the four-lanes came <br /> from. I did not specifically say W -470, although I don't <br /> see a problem with doing it. I had a lot of difficulty <br /> drafting these. I don't have any problem with putting <br /> W-470 in there, it's just I didn't know what W-470 was <br /> other than it was a roadway, as I understood it, at least <br /> four-lanes and linked E-470 and C-470, I thought that <br /> is what it was. I was trying to determine what the <br /> Council would like to express and if you would like to <br /> express it in some other way that is clearer.
