-_.,
Tom Mayer, 580 Wildrose, Louisville, CO 80027
Mayer: On September 3, there was an interview with Steve
Hogan, Executive Director of E-470 on the Colorado
Evening News on Channel 4. Mr. Hogan stated that if
the current daily traffic volumes, currently at 3,400 trips
a day did not increase, the chances of completing E-470
were only 10/90 and if they did increase, they were
about 50/50. One thing that I noticed that is not on the
question is what happens if E-470 is not completed, do
the people still want to build a road that ends up going
to no where, that is one thing that should be addressed.
Sections such as Colorado 128 are projected even with
the Parkway to only handle 4,000 trips a day where a
two-lane arterial can easily accommodate 14,000 trips a
day. I think people should be asked, "should we only
build the road in sections where there really is a
demand for it?" The vagueness has been pointed out, it
just says "a road of at least four lanes. One does not
distinguish here between a four lane arterial; four lane
parkway; or a four lane freeway. A four lane arterial
comfortably handles 25,000 trips a day up to a freeway
which is 50,000 trips a day and a great difference in
cost. I think there is a number of problems with the
vagueness and the lack of specificity in the questions.
May be if you brought it down to just W -4 70 or the
Parkway we could get somewhere, but if it is left as
vague as this I'm afraid that it is hard to know what is
being referred to.
Sackett moved that all three questions be placed on the November ballot as suggested by
the City Attorney; 1) Shall the City of Louisville remain as a member of the W-470
Authority; 2) Shall the City of Louisville encourage development of W-470 as a link
between E-470 and C-470; 3)Shall the City of Louisville encourage development of W-470
as described in question 2 even if tax or fee increases are necessary to finance W-470; 4)
Shall the City of Louisville encourage development of W-470 only between US 36 and
E-470; 5) Shall the City of Louisville encourage development of W-470 as described in
question 4 above even if tax or fee increases are necessary to finance it?, seconded by
Carnival. Roll call was taken. Motion passed 6-0.
Carnival: Mr. Mayor, along with the comments that I made at the
last Council meeting regarding putting out information
based on the ballot issues that we just approved this
evening, I would like to recommend or make a motion
31
