Carol's summer reading program was voted fifth best in the state <br />by a panel of Colorado parents and students. <br />Mayor Fauson presented the award to Carol Purfurst and congratulated her on behalf of <br />the City and Council. <br />Library Clerk, Susan Whitehurst, was awarded second place in the fictional writing <br />competition, at the Rocky Mountain Writers annual conference. <br />Mayor fauson presented the award to Susan Whitehurst and congratulated her on behalf <br />of the City and Council. <br />AWARD BID - LAKE PARK DREDGING <br />At the October 1, 1991, City Council Meeting, council voted to extend the bid on the Lake <br />Park dredging project because no bids were received. Staff contacted eight of the <br />excavating companies that had originally been contacted for a proposal. In addition, five <br />more companies were contacted regarding the project. A pre-bid meeting was held on <br />Monday, October 7, at Lake Park. Two excavating companies attended the pre-bid <br />meetings. The two companies attending the pre-bid meeting received a follow-up phone <br />call from staff to address any questions regarding the proposals. <br />By the 10:00 a.m., October 10, proposal deadline, no completed proposals were received. <br />One proposal was delivered, however, it did not include the required bond and the proposal <br />was incomplete. <br />Staff has been working with the City Attorney in regards to what the City's options are at <br />this time. The City Attorney has informed staff that the state law does provide that if no <br />bids are received, or if in the opinion of City Council all bids received are too high, the <br />City may enter into negotiations concerning the contract. No negotiated price shall exceed <br />the lowest responsible bid previously received. <br />Baysinger requested that City be allowed to entire into negotiation. With the Parks and <br />Recreations Department and the Engineers in the Public Works Department contacting <br />excavators and try to recruit/negotiate to have the dredging done. <br />Carnival so moved, seconded by Szyamanski. All in favor. <br />APPROVE REQUEST FOR LICENSE AGREEMENT WITH US WEST FOR <br />GOLF COURSE EASEMENT <br />US West has requested authorization to install underground lines in order to provide <br />service to the Club Homes at Coal Creek. The area requested is on the corner of Coal <br />Creek Golf Course near the furthest end of the driving range. The area being requested <br /> 3 <br />
