--.,
Harper Lake and went across McCaslin, I suppose that
would be the best way.
Franklin: This has been a subject of considerable discussion here
at the staff level. My perspective, which is a historic
perspective, is that during the course of the review of
the subdivision, the staff for whatever reason did not
bring up the issue of access through the subdivision to
the Mesa. It is pure conjecture as to why, but we know
for a fact that there is other access outside the
subdivision. As to the question of need, we have
discussed this quite a bit. If the easement has not been
proved out or never been open to the public as an
access way, the people who wanted to access the Mesa
have gone north or somehow south to get across the
ditch into the Mesa. As it stands, other means are used
to access the Mesa.
Sackett: If they go north they park in Ohmeda's parking lot?
Franklin: There are some casual, unmarked, unpaved and
undeveloped parking at the end of old 80th which I
have used to park a car. South might raise a question
of trespassing because it is possible to access through
Ohmeda's parking lot.
Carnival: Surely, the Parks Master Plan Task Force looked at the
overall parks and trail master plan. How does this play
into it?
Baysinger: The overall priority is to connect existing trails and
paths that are within the City and then go into soft
surface and open space trails. This will probably be a
secondary consideration in the trails. Getting all the
hard surface ones connected would come well before
that. As you have seen in the budget, what we are
looking at for the allocation in 1992 is just partially
completing hard surface.
Carnival: Does it not make some sense to do exactly what Mr.
Sackett is suggesting? The trails seem to end at Harper
Lake and that would be a natural transition from
Harper Lake across into the open space on the Mesa
rather than trying to track down through the Enclave
15
--
