<br />3. All properties will be evaluated for physical integrity and shall meet one or more of <br />the following criteria: <br />a. Shows character, interest or value as part of the development, heritage or <br />cultural characteristics of the community, region, state, or nation. <br />b. Retains original design features, materials and/or character. <br />c. Remains in its original location, has the same historic context after having <br />been moved, or was moved more than 50 years ago. <br />d. Has been accurately reconstructed or restored based on historic <br />documentation. <br /> <br />Staff has found this application does not comply with the above criterion by the <br />following: <br /> <br />Architectural Significance - The site exemplifies specific elements of an <br />architectural style or period. <br />This structure was built in 1909, which is a year of significance for several <br />structures in Louisville. However, there appear to be several design <br />elements that have not been retained from the original structure, as well <br />as several design elements that have been added. <br /> <br />As stated earlier in this report, the porch, windows, doors, and siding have <br />all been changed from the original design. <br /> <br />Staff has found this application complies with the above criterion by the following: <br /> <br />Social Significance - (2) Exemplifies cultural, political, economic or social <br />heritage of the community. <br />The site is historically significant for its association with Louisville's early <br />settlement. Mary Ethel Ball was the first female institutional representative <br />while acting Dean of Students at CU in Boulder, and Frank Carveth was <br />part owner of the State Mercantile. <br /> <br />RECOMMENDATION: <br />In reviewing this application it is clear the social history is the most dominant element <br />when considering a landmark for this property. It is evident the structure has had <br />alterations to the original design elements of the house. The original form of the <br />structure, street facing fac;ade, is retained from the structure shown in the 1948 Boulder <br />County Assessor's photo. However, the siding, windows, doors and porch have all had <br />altering renovations that appear to be different from the 1948 photo. <br /> <br />Staff recommends the application be approved for the following reasons: <br /> <br />1. The street facing fac;ade has retained its original form. <br />2. The added design elements on the porch, windows and siding can all be <br />renovated to match the original design. <br />3. The social history is strong enough to support landmarking of the property due to <br />the significance of Mary Ethel Ball. <br /> <br />4 <br />
