A.Applicant Capacity Write a brief historyof the applicant organization (Limit to 600 words or less) <br />This category speaks to grant and project management capacity(0-10 points) <br />The City of Louisville is a Colorado municipality with approximately 19,000 residents. The City, <br />incorporated in 1882, has a history based on coal mining and agriculture. <br />In 2002, the City Council created the Historic Preservation Commission (HPC) to advise the City on <br />preservation issues and overseethe local landmarking process. <br />In 2005, the City adopted a preservation program. It was “the intent of the City Council to create a <br />method to draw a reasonable balance between private property rights and the public interest in preserving <br />Louisville’s unique historic character by ensuring that demolition of, moving, or alterations to properties of <br />historic value shall be carefully considered for impact to the property’s contribution to Louisville’s <br />heritage.” Also in 2005, the City became a Certified Local Government (CLG) under the regulations <br />established by the Colorado Historical Society. <br />In November 2008, Louisvillevoters approved a Historic Preservation Sales Tax. This ten-year, one- <br />eighth percent taxis “collected, retained, and spent exclusively for historic preservation purposes within <br />historic Old Town Louisville.” <br />Previous projects include: <br />1982 survey, funded by the City, documented 30 sites, mostly commercial structures; <br />1985 survey, funded by the City and the Colorado Department of Natural Resources, recorded 70 <br />structures, all built before 1920.28sites were identified as historically significant, 12 of which were <br />subsequently listed as the Louisville “Multiple Resource District” on the National Registerof <br />Historic Places; <br />2000 survey, funded by aState Historical Fundgrant (reference number 2000-M1-035),included a <br />reconnaissance survey of all of Old Town as well as the intensive-level survey of 100 buildings. <br />City staff hassuccessfully managed grants and understands the complexity of grant management, <br />timelines, and the need for clear and appropriate record keeping. The 2000 survey was completed on <br />schedule and withinbudget. <br />The following staff will be involved: <br />Principal Planner Sean McCartneywill provide grant administration, coordinate between City <br />staff and the contractor, respond to any SHF requests, and monitor the budget. <br />The City will contract with a professional historical resources consultant to complete the <br />Historical and Architectural Inventory Forms (#1403) and the Cultural Resource Reevaluation <br />Forms (#1405). The consultant will evaluateeach building, review historic photos, analyze social <br />history, and assess the architectural integrity of the site,as well as write the survey report. We <br />have not chosen the contractor at this time. Only contractors who have successfully completed <br />surveys and who understand the specifics required for this project and the details required for the <br />forms will be considered. <br />Bridget Bacon, Museum Coordinator, will work with the contractor providing access to museum <br />records and photos, supplyingthe social historyinformation, and helping the contractor <br />understand the context for the information.
