Historic Preservation Commission <br />Meeting Minutes <br />September 21, 2009 <br />Page 3 of 5 <br /> <br />Muckle complimented the applicant for making a great effort in preserving the <br />historical structure and wished there was more integrity for the structure. Muckle <br />also recommended that the newspaper should be cut from the wall and donated <br />to the Louisville Museum. <br />Muckle made a motion to lift the stay on 561 Lincoln Avenue. Lewis seconded <br />the motion. The motion passed unanimously. <br />Update/Discussion/Action - Programming of Historic Preservation Fund, <br />next steps <br />McCartney handed out modifications to Appendix C of the Grant Application. <br />The modifications were created by Koertje and Whiteman. <br />Stewart asked if the Commission had a chance to compare this current <br />application form with the sample included by the City of Black Hawk. <br />Koertje said he did not but stated the Black Hawk example seemed shorter than <br />the current application. <br />Koertje recommended to create a subcommittee (two volunteers from the HPC) <br />to complete the draft grant application and guide to programs. The <br />subcommittee could meet with staff to draft the documents and present the <br />collected information at the next HOC meeting (October 19, 2009). <br />Further discussion ensued between the Commission members. The discussion <br />topics were as follows: <br /> <br /> Does City Attorney Sam Light need to review the application? <br /> <br /> Could grant money be used for new construction? <br /> <br /> Should we establish an historic district? <br /> <br /> Create a guide that further explains the preservation elements that may be <br />funded by the grant. <br /> <br /> Whether or not a 1099 is required for grant funding. <br />It was agreed to include the discussion topics as items in the subcommittee <br />meeting. <br />Koertje and Stewart volunteered to be on the subcommittee. <br />Eric Tussey, 921 Main Street, asked the Commission how windows should be <br />addressed in historic buildings. Tussey stated that he had an historic office on <br />Main Street and is trying to upgrade the energy efficiency of his structure. <br />Tussey has had an energy audit and learned that his windows are not very <br />energy efficient. Tussey asked if the grant would pay for new windows, or would <br />he need to modify his existing windows. <br />Muckle stated her understanding of how to work with existing historic windows <br />and how to make them more energy efficient. <br />Williams asked questions regarding the energy audit and asked if the auditors <br />recommended any suggestions for making the windows more efficient. <br /> <br />
