Historic Preservation Commission
Meeting Minutes
December 7, 2009

Tofte asked if the City was going to require insurance policies to make sure no
one got hurt doing the work.
McCartney stated the City will not be the contractor on these projects so no
insurance in necessary. The City is the funding source. Each applicant will need
to hire their own contractor. McCartney added that the City could create a list of
qualified contractors.
Koertje recommended a statement regarding this be included in the next in the
City newsletter.
Committee Reports

Community Outreach
The Commission was pleased the flyers, regarding the Grant Program, were
completed on time for the Home Tour.
Stewart recommended a change to some of the wording.
Koertje agreed to the changes.
The Commission then commented on the Home Tour.
Koertje stated John Leary was interested in holding a Landmarking Workshop to
discuss his experiences with landmarking his house.
Tofte thought that was a great idea and recommended to use her house for
landmarking.
Design Assistance
Koertje recommended the Commission continue this discussion item until the
next meeting because Heather Lewis was not here to discuss any updates.
Old Town Historic District
Stewart stated the mapping is the most important component of the project and
the best way to identify resources.
Stewart then passed out his latest mapping efforts.
Muckle asked if the mapping program Stewart is working with is compatible with
the City’s GIS program.
Stewart stated it was and he is working with Dellinger.
Stewart stated these maps show how many structures still need to be surveyed.
Stewart continued to state the HPC will need to determine the parameters of the
next survey and to what level or degree the survey will have to be performed.
Tofte asked if the old survey would need to be redone or could the new survey
just take over where the old survey left off.
McCartney stated this would need to be a new survey since there might have
been modifications to the buildings in the old survey.
Muckle added we could use the social history; Bridget Bacon has been creating,
as part of the intensive survey.
