Planning Commission <br />Meeting Minutes <br />May 13, 2010 <br />Page 3 of 13 <br />McCartney stated staff had reviewed the application against the special review <br />use criteria of Section 17.40.100.A of the Louisville Municipal Code. Staff found <br />the request meets all the five (5) criteria. <br />McCartney reported staff is recommending approval of the special review use <br />with the following five (5) conditions: <br />1) Staff recommends the school work on at least a 15 minute stagger start <br />time so there is not a conflict in drop off that requires the drop off zone <br />being extended. Staff does not support increasing the drop off zone for <br />these properties. <br />2) Staff recommends the teachers utilize the current parking area space for <br />on -site parking. <br />3) Staff requires fencing around the rear playground be 6 foot in height and <br />that no gates will be permitted to access the railroad right of way. <br />4) A trash/recycle area shall be constructed op the site that will adequately <br />serve this use. This could include shared services with the Patchwork <br />daycare/school to the south (1428 Main St.). <br />5) The special review use is grants to the applica my and is <br />maximum of 20 students. <br />Commi <br />ssion Questions of Staff.. <br />None <br />heard. <br />Applicant Presentation: <br />Michele Beach and Elizabeth Baker introdu selves as the applicants and <br />the owners/operators of the Patchwork day re/p ool. Beach stated in the <br />three years they have been in operation in Louisville they have identified a need <br />for an alternative school program for the older child. The focus age group for the <br />school will be the Kindergarten through 5th ade, which includes children <br />between the ages of 5 to 11 years old. <br />Baker discussed the rear fence requirement and the need to have a gate to <br />access outside the p erty primarily to retrieve stray play equipment, specifically <br />balls. She stated the would be locked at all times, only the teachers would <br />have the pad lock com tion and if children are in the play area then a teacher <br />is always present. <br />Baker stated the schos received no complaints regarding the parking of staff <br />or parent vehic e stated they have already established a new relationship <br />with the property ers to the south. She briefly discussed the parking <br />management plan and how the plan will be incorporated into the parent <br />orientation. <br />Baker stated the majority of the enrollment will be from families that already have <br />children in the pre-school. The drop-off should be quicker for the older child <br />because there are fewer state regulations/requirements for how a child can be <br />dropped -off at an elementary school. <br />
