<br /> " <br /> I: City Council <br /> City of Louisville Study Session Summary <br /> May 9, 2006 <br /> City Hall, Council Chambers <br /> 749 Main Street <br /> 7:00 PM <br /> Council members present: Mayor Chuck Sisk, Councilmembers Sheri Marsella, <br /> Ron Sackett, and Dave Clabots <br /> Councilmembers absent: Mayor Pro Tern Don Brown, Councilmembers Frost <br /> Yarnell and Bob Muckle <br /> Staff present: Bill Simmons, City Manager; Julie Boyd, Deputy City Manager; <br /> Mike Jones, Chief Building Official; Belinda Dogan-Pishner, Administrative <br /> Assistant <br /> Mayor Sisk called the meeting to order at 7:00 p.m. <br /> Public Comments <br /> None <br /> Staff Introduction - Licensing and Testing of Building Contractors <br /> Mike Jones, Chief Building Official, explained that the Building Safety Division <br /> and the Building Code Board of Appeals see a need to improve the knowledge <br /> base for General Contractors doing business in Louisville. He cited several <br /> examples of contractors who are not fully informed of code requirements or <br /> general construction practices. He stated that this is resulting in a large number <br /> of staff hours being spent on training contractors in construction methods and <br /> procedures. <br /> The City does not currently require a general contractor to demonstrate <br /> knowledge of construction methods in order to obtain a contractors' license. The <br /> contractor must show proof of liability insurance and pay the licensing fee in <br /> order to be licensed to work in Louisville. The ordinance would require the <br /> contractor to provide documentation they have successfully passed the National <br /> International Code Conference Test for General Contractors. This Test is <br /> administered by testing facilities all over the state.
