<br />Tuesday, January 24, 2006 City Council Study Session <br /> <br />Council members present: Mayor Charles Sisk, Councilmembers: Sackett, Clabots, <br />Marsella, Yarnell, Muckle, Brown (7:15 p.m.) <br /> <br />Staff present: Bill Simmons, City Manager; Heather Balser, Assistant City Manager for <br />Governmental Relations; Julie Boyd, Deputy City Manager; Ken Johnstone, Principal <br />Planner; Belinda Dogan-Pishner, Administrative Assistant <br /> <br />Mayor Sisk called the meeting to order at 7:00 p.m. <br /> <br />Public Comments <br />None <br /> <br />Discussion – Implementation – 2005 Citywide Comprehensive Plan <br />Bill Simmons, City Manager, provided a brief overview on implementation of the <br />Comprehensive Plan. <br /> <br />Ken Johnstone reviewed opportunity areas 1-7, referring to the maps included in the City <br />Council Study Session packets. He explained that the staff communication focuses on <br />Chapters 3 & 4 of the comprehensive plan, implementation and phasing, as well as the <br />population growth projection graph. <br /> <br />Council asked Ken Johnstone to identify the specific locations of the Schempp Parcel, the <br />Hamm Property, and the Alkonis Property. <br /> <br />Discussion centered on the number of residential units authorized under the North Louisville <br />General Development Plan, as well as the number of use-by-right units currently authorized. <br /> <br />The process for reevaluating the Comprehensive Plan was discussed. Discussion included <br />whether Council could discuss and redefine certain portions of the plan or whether Council <br />would be required to discuss and evaluate the entire plan. <br /> <br />Council suggested that staff calculate the number of residential units currently authorized <br />through General Development Plans and use-by-right. It was agreed that it is difficult to <br />implement the Comprehensive Plan until there are more firm numbers to discuss. <br /> <br />Council discussed the proposed size and location of the commuter rail station, as well as <br />retail possibilities at the station. <br /> <br />Mayor Sisk suggested scheduling a study session in February to meet with the Planning <br />Commission to discuss the Comprehensive Plan. <br /> <br />Heather Balser reminded City Council that the City needs to begin implementing the impact <br />fees; which are based upon the numbers in the current comprehensive plan.
