Planning Commission <br />Meeting Minutes <br />AUGUST 10, 2006 <br />Page 4 of 10 <br /> <br />Loo requested a clarification of the regional impact on the traffic and for staff to identify Lots 1 <br />and 2 that are proposed to be dedicated to the city as open space. <br />Lipton requested information on the LOS for the McCaslin and South Boulder Rd intersection. <br />McCartney stated that would best be answered by the traffic engineer that represents McStain. <br />Hartman requested clarification of terms used in the letter from McStain within the Development <br />Overview section. <br />Deborski requested more information about the buffer width between the homes of the two <br />subdivisions. <br />Lipton provided a brief overview of some the previous proposals for development of this <br />property. The number of units has ranged from seven to 72 with the current proposal at 25 units. <br />Deborski asked if soils testing had been completed for the site. <br />McCartney confirmed that it had been completed and Public Works had received a copy of the <br />report that states the site is satisfactory for development. <br />Lipton asked why the streets were not being dedicated to the city. <br />McCartney stated that they would be HOA maintained which would indicate less of an impact to <br />city. <br />Loo noted other private streets in the city and asked if there had been any complaints on <br />maintenance or the cost of the maintenance. <br />McCartney stated that he was not aware of any complaints and as for the cost of maintenance of <br />those streets it should be disclosed at the time of purchase. <br />Applicant Presentation and Commission Questions of Applicant: <br />Colleen Rozier, Project Manager, McStain Enterprises, 400 Centennial Parkway, Louisville <br />stated that McStain is excited to be back in Louisville with a project since it has been 10 years. <br />She continued with the introduction of other McStain staff and consultants that were in <br />attendance. <br />Rozier summarized the following: <br />McStain wants to make this the “Gateway” to Louisville and a development that <br />? <br /> <br />Louisville can be proud of. <br />Reviewed the lot comparisons between Gateway and Hillsborough West. <br />? <br /> <br />Clarification of the 90’ structure separation. <br />? <br /> <br />Two private streets and Gateway Lane will create the ability to cluster the homes. <br />? <br /> <br />The existing trail system will be preserved. <br />? <br /> <br />The density of the proposal is 2.2 du/acre while 3.5 du/acre is allowed. <br />? <br /> <br />Deborski addressed questions about the “gateway” to the City for both locations at South <br />Boulder Road and McCaslin and HWY 42 and Paschal Dr. and how the proposed developments <br />would create an inviting “gateway” to Louisville. <br />Jay Harkins, VP for Community Development with McStain, briefly discussed the proposed <br />development at HWY 42 and Paschal Dr. noting that a 6.5 acre buffer varying in width is <br />currently planned between the two communities (Lafayette and Louisville). <br /> <br />
