<br /> B. No public officer or employee shall take an action in <br />an attempt to influence the hiring or appointment by the City of any <br />relative as defined by this code. <br /> C. No relative shall be hired into any position unless <br />proper notification and advertisement as required under the personnel <br />code of the City of Louisville has been made. <br /> D. No public officer or employee with respect to any <br />contract or transaction which is, or may be, the subject of an <br />official act or action of the City, shall personally acquire an <br />interest in any property which may be affected by such' action; nor <br />disclose any confidential information concerning a contract or <br />transaction which may involve the City for the purpose of advancing <br />any private interest. <br /> E . No public employee shall engage in or accept private <br />employment or render service for private interest when such <br />employment or service would tend to reasonably impair his <br />independence of judgment or action in the performance of his official <br />duties. <br /> F. When a public officer engages in or accepts private <br />employment or renders service for private interest which might <br />reasonably tend to impair his independence of judgment or action in <br />the performance of his official duties, said public officer must <br />declare the conflict as part of the public record and must abstain <br />from voting on such issue. In addition, the official shall remove <br />himself from the room where such discussion and voting is taking <br />place during the time such issue is being discussed. <br /> G. No public officer or employee shall appear on behalf of <br />any persons, other than himself, his spouses, minor children, <br />parents, or grandparents before any City agency. <br /> L. At any meeting or gathering of three or more members of <br />the City Council or any appointed board of the City, the three or <br />more members of the Council or board members shall not discuss any <br />public business nor shall any presentations pertaining to public <br />business be made unless such meeting is open to the general public <br />and prior notice for such meeting has been given. This section does <br />not apply to any chance meeting or social gathering at which the <br />discussion of public business is not the central purpose. This <br />section shall not apply to meetings devoted solely and entirely to <br />personnel matters, attorney-client matters, the purchase or sale <br />of water rights for the city, and meetings to determine the city's <br />position relative to issues that may be subject to negotiation, to <br />receive reports on negotiations progress and status, to develop <br />strategy and instruct its negotiators. <br /> -3- <br />
