equitably the costs of government services among those persons who benefit therefrom; to extend <br />government services and facilities to the affected areas in a logical fashion; to simplify providing <br />utility services to the affected areas; to simplify the governmental structure of the affected areas; <br />to reduce and avoid, where possible, friction between the parties; and to promote the economic <br />viability of the parties; and <br /> <br /> WHEREAS, the City Council has held a public hearing on the proposed Plan after <br />proper public notice; and <br /> <br /> WHEREAS, the City Council finds that the proposed Plan is in the best interests of the <br />City and its citizens. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF LOUISVILLE, COLORADO: <br /> <br /> 1. The proposed intergovernmental agreement entitled Boulder County Countywide <br />Coordinated Comprehensive Development Plan Intergovernmental Agreement is hereby <br />approved in essentially the same form as the copy of such Intergovernmental Agreement <br />accompanying this Resolution. <br /> <br /> 2. The Mayor is hereby authorized to execute the attached Intergovernmental <br />Agreement on behalf of the City Council of the City of Louisville. The Mayor is also hereby <br />granted the authority to negotiate and approve such revisions to said Intergovernmental <br />Agreement as the Mayor determines are necessary or desirable for the protection of the City, so <br />long as the essential terms and conditions of the Intergovernmental Agreement are not altered. <br />The Mayor is also hereby granted the authority to determine, pursuant to Section 14 of the <br />Intergovernmental Agreement, whether to execute such Intergovernmental Agreement in the <br />event one or more of the other parties have not signed or authorized signature of the Agreement <br />by the date stated in such Section 14, and to take any action as is authorized herein based upon <br />such determination.
