SIMMONS, CITY MANAGER <br /> <br />FROM: <br />DATE: <br /> <br />September 26, 2006 <br /> <br />SUBJECT: <br /> <br />City Council and Planning Commission Joint Meeting <br /> <br />ORIGINA TING DEPARTMENT: <br /> <br />Planning <br /> <br />The Planning Commission, at the conclusion of their special meeting on September 21,2006, requested <br />that the following items be forwarded as discussion items for the joint meeting: <br /> <br />1. Fiscal Analysis - as required by the passage of Resolution No. 38, Series 2005 (Residential <br />Phasing Requirements - attached) staff requires as part of a residential development application a <br />fiscal impact analysis. The analysis is required to address the impacts of adding additional <br />residential development upon all service sector departments and the ability of those departments <br />to maintain levels of service to existing residents in the City. The Planning Commission's <br />experience to date with this requirement is that a lot of time in the public hearing process is <br />dedicated to the exercise of ensuring that the analysis utilizes correct assumptions as established <br />by the current financial operations of the City. As there is no standardized analysis format at this <br />time, each analysis requires additional review and time to evaluate based upon comments <br />received in the public hearing process regarding the use of flawed data and assumptions. The <br />Commission will address the Council as to their recommendation. <br /> <br />2. Revision of the Comprehensive Plan - While there may be a number of discussion points <br />associated with this topic, the Commission has expressed concern that the range of residential <br />development densities, as reflected on the Framework Plan Map in the City Wide Comprehensive <br />Plan, may exceed those densities that would be ultimately supportable by the City Council. <br />Generally, the Commission would like to discuss direction for amending the Comp Plan. <br /> <br />3. Highway 42 Draft Mixed Use Zoning and Design Standards - Staff has received Council <br />authorization to Contract with Winston and Associates to develop a 3D model and associated <br />analysis for the Highway 42 Revitalization Area - Council Communication attached. The <br />consultant will use the existing built environment as the base for the modeling project and will <br />use the draft Zoning and Design Guidelines to provide several alternatives that might better <br />explain what choices can be had and how height incentives, and new development, will look in <br />the built environment. The other dynamic component of this project will be the data analysis that <br />is attributed to the modeling component. The consultant will be using a data analysis program <br />known as CommunityViz that will be used to determine population, economic benefits and traffic <br />impacts, etc. based on whatever alternative is shown.
