Section 15.16.040 COPIES AVAILABLE AT OFFICE OF CITY CLERK. At least three copies of the Uniform Plumbing Code, 1985 Edition, as amended, published by the International Association of Plumbing and Mechanical Officials, all certified to be true, shall be available for reference by any interested person between the hours of eight a.m. and five p. m. , Monday through Friday, holidays excepted. The plumbing code as finally adopted shall be available for sale to the public through the office of the city clerk at the moderate price. Section 15.l6.050 VIOLATION AND PENALTIES. The fOllowing penalty clause as contained in the Uniform Plumbing Code, 1985 Edition, is herewith set forth in full and adopted: "Title 20.3 The issuance of granting of a permit or approval of plans and specifications shall not be deemed or construed to be a permit for, or approval of, any violation, of any of the provisions of this Code. No permit presuming to give authority to violate or cancel the provisions of this Code shall be valid, except insofar as the work or use which it authorized is legal. "The issuance of granting of a permit or approval of plans shall not prevent the Administrative Authority from thereafter requiring the correction of errors in said plans and specifications or from preventing construction operations carried on thereunder when in violation of this Code or any other ordinance or from revoking any certificate of approval when issued in error. Every permit issued by the Administrative Authority under the provisions of this Code shall expire by limitation and become null and void, if the work authorized by such permit is not commenced within one hundred twenty days (120 ). Before such work can be recommended, a new permit shall be first obtained, and the fee shall be one-half the amount required for a new permit for such work, provided no changes have been for such work; and provided, further, that such suspension or abandonment has not exceeded one (1) year. " 15.16.060 SECTION 103 (m) AMENDED - BUILDING DRAIN. Section 103 (m) of the Uniform Plumbing Code, 1985 Edition, shall be amended to read as follows: "The building drain is that part of the lowest piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer beginning five feet outside the building wall. " 15.16.070 SECTION 401 ( a ) AMENDED - UNDERGROUND DRAINAGE PIPING. The following shall be added to Section 401 (a ) of the Uniform Plumbing Code, 1985 Edition: "All underground drainage piping within a building shall be of cast iron to a point of at least five feet outside the exterior -6 -
