<br />City Council <br />Study Session Summary <br />September 26, 2006 <br />Page 2 of 2 <br /> <br />The City Council recessed due to smoke detected in the building at 7:30 pm. <br /> <br />The City Council resumed the study session at 7:55 pm after the Louisville Fire Department <br />cleared the building for occupancy. <br /> <br />Several Planning Commissioners agreed with Commissioner Lipton. <br /> <br />Councilmember Muckle suggested that the Finance Department evaluate the fiscal analysis <br />provided by developers. <br /> <br />Commissioner Susan Loo stated that fiscal analyses are moving targets, she cautioned <br />against evaluating each project solely on a fiscal analysis. <br /> <br />Councilmember Sackett questioned why the Planning Commission should be required to <br />worry about the City's budget. <br /> <br />Commissioner Michael Deborski agreed with Commissioner Susan Loo. <br /> <br />Councilmembers Yarnell, Marsella, Sackett and Muckle suggested that the City provide a <br />'fiscal analysis model' for the Planning Commission to follow. <br /> <br />Several Commissioners expressed concern on how to apply green-build standards to <br />development proposals. <br /> <br />Inclusionary Zoning <br />Councilmember Marsella explained that the Louisville Housing Authority is working on an <br />ordinance to require affordable housing units in future developments. She stated that <br />affordable housing opportunities would make home ownership available to hospital workers, <br />teachers, etc, who cannot currently afford to purchase a home in Louisville. State statute <br />requires that a city give something to developers for providing permanently affordable housing <br />units, either reduced development fees, payment in lieu of, or increased density. <br /> <br />The Planning Commission requested that the City Council make the ordinance as prescriptive <br />a possible to provide clear-cut guidelines for the Planning Commission and developers to <br />follow. <br /> <br />Comprehensive Plan Update <br />The Planning Commission expressed concern with inconsistencies in the current <br />Comprehensive Plan and requested that the City update the plan sooner than 2007. <br /> <br />City Council stated that the current Comprehensive Plan, while not perfect, is the plan <br />adopted by the City. <br /> <br />Adjournment <br />The Study Session was adjourned at 9:00 p.m. <br /> <br />Submitted by Belinda Dogan-Pishner <br />September 29,2006 <br />
