Revitalization Commission <br />Minutes <br />December 20, 2023 <br />Page 2 of 4 <br />Rick Kron, DBA President expressed appreciation for the ice rink and mentioned additional <br />lighting is needed for better visibility on the rink. He also mentioned that the distillery approved <br />by the planning commission for the Empire Road site next to the city facility is in the LRC area. <br />Reports of Commission: <br />Staff updates <br />The Economic Vitality Specialist presented a draft LRC letter of support to the DBA for a <br />proposed seasonal Main Street closure in 2024. Staff requested review and approval of the <br />letter. <br />Commissioner Tofte asked how the Labor Day parade would be affected if Main Street is <br />closed. Commissioner Williams noted that if there is a through lane, it might still be conducive <br />for parades. It was noted that the one year the parade wasn't held downtown was not <br />successful. City Staff will address this issue and bring a possible solution to LRC. It was noted <br />that RTD circulation will also be affected. Staff will edit the letter and send it to LRC for final <br />approval and Chair Adler's signature. <br />The EV Specialist presented an update on fees for legal services to the LRC. <br />The EV Specialist announced that there will be a South Street underpass design charette on <br />January 17. Up to 2 LRC members of the LRC are invited to participate. Commissioner Tofte <br />volunteered to attend. The LRC will discuss LRC funding of the underpass at the January <br />meeting. <br />The EV Specialist presented an Ice Rink update. The ice rink opened on Friday, December 1. <br />Chair Adler asked for information about revenues. The EV Specialist will check with the <br />Recreation staff and provide that information to the LRC. There was a discussion around <br />community feedback and the vendor's refusal to allow cultural events. There was also a brief <br />discussion on the lack of a protective area from the wind. <br />The Economic Vitality Specialist gave an update on the Downtown Vision Plan. Results on the <br />feedback received is forthcoming from the consultant and will be shared with the LRC. <br />The EV Specialist gave an update on the Comprehensive Plan. <br />The EV Specialist gave an update on the Community Decarbonization Plan, which will be <br />presented to the council in March. <br />Downtown Business Association Updates <br />DBA President Rick Kron provided updates from the DBA. The ice rink was the main topic; the <br />weekend without the ice rink was a bad business weekend. He endorses the letter of support for <br />a seasonal Main Street closure. <br />Chamber of Commerce UDdates: <br />The Chamber of Commerce had their December board meeting yesterday and the City is <br />renewing the services agreement for 2024. Ecotoberfest will be added to this agreement. The <br />Parade of Lights was deemed a success and people enjoyed visiting Santa at the chamber. <br />Agenda Packet P. 4 <br />
