Supporting the City Structure <br />• What is the City structure? The Council "job description"? <br />• Louisville operates as a home rule city, with a mayor -council-manager form of government (Charter Sec. 2-3). Under this <br />structure, there is an allocation of powers (policy/administration) and this is the most common form of municipal structure. <br />• Council: "Governing body" (Governance)(SeeCharter Sec. 3-1). Mayor is presiding officer and has certain <br />executive and ceremonial powers. <br />• Manager: "Chief administrative official" of the City; responsible for administrative affairs and operations (See <br />Charter Sec. 8-3). <br />• By charter, ordinance, etc., certain duties are performed by Council and certain duties are performed by staff. These <br />allocations of authority and responsibility not only define the organization's structure; they define "scope of employment" <br />for everyone in it. <br />Supporting the City Structure <br />Where Does the City Council Focus its Efforts? Corporate Governance is: <br />Ownership <br />-Policy-setting, big picture, and forward -looking, rather than dealing with day- <br />to-day operations, and rather than making reactive, case -by -case decisions as <br />issues arise, or after -the -fact. <br />Governance <br />-Examples: Legislation (ordinances) and policy making, annual budget, decisions <br />regarding corporate assets, appointment and supervision of Council direct <br />Management <br />reports, corporate matters reserved to the Council. <br />-The governing body should: <br />-Have longest time horizon —looks down the road. <br />Supervision <br />-Have broadest interests in mind. <br />-Work together in its fiduciary role to protect the City as an entity and the <br />Council as an institution. <br />Front Line Employment <br />Arm Jahn Carver.
