3. "The fill or deposit of materials does not imprudently reduce the flood storage <br />capacity of the waterway .... " <br />4. The fill or other materials will be protected against erosion by riprap .... " <br />A detailed drawing of the bridge and bank repairs can be found in the application <br />packet. The materials to be used in securing the bank are "riprap" (rock or crushed <br />rocks) on top of sandstone and claystone bedrock base. Although the construction <br />materials would increase the flow velocity and water elevation, it is at an acceptable <br />level and the type of construction does comply with subsection A. previously reviewed. <br />Again, the cumulative effect of any proposed development of abutments and rip -rap fill <br />material, when combined with all other existing and anticipated development, shall not <br />increase the water surface elevation of the base flood more than one foot at any point. <br />STAFF RECOMMENDATION: <br />While the City does not generally encourage development activity in any floodplain, this <br />proposal is somewhat important to improve traffic flows throughout the city as well as the <br />eastern county region. <br />The design of the banks and bridge allows for an acceptable measure or clearance of water <br />under the bridge. Where a one -foot interval of increased water is permitted, an increase of .6 <br />feet of water would run under the bridge at a 100-year flood draining Coal Creek. <br />Staff's findings are in support of the Floodplain Permit application at this time. The <br />application provides sufficient information to Staff that the proposal would comply with the <br />applicable items in Section 17.56.160 A-C. <br />With that, Staff recommends approval of the Floodplain Development Permit under review to <br />allow for the construction of a bridge spanning Coal Creek that includes two support piers; <br />abutments at the end of the bridge span; two traffic lanes in the north and south direction; <br />include a raised median between the lanes; and include shoulders with separate pedestrian / <br />bicycle trails on each side of the roadway with the following conditions: <br />1. That an erosion control plan be submitted for City review and approval prior to any <br />grading or construction activity in the floodplain; <br />2. That at the completion of construction and prior to any final approval of the bridge <br />construction by the City of Louisville, the applicant provides a certification form a <br />registered professional engineer that the grading work has been completed as approved <br />by the Board of Adjustment; and, <br />3. The applicant must complete a FEMA Elevation Certificate (EC) and an approved copy <br />shall be forwarded to the City upon completion of the work approved by the Board of <br />Adjustment. <br />BOARD ACTION: <br />5 <br />
