CITY OF LOUISVILLE <br />BOARD OF ADJUSTMENT <br />STAFF REPORT <br />16 April, 2003 <br />APPLICANT: City of Louisville Public Works Department - Engineering Division - <br />Craig Kitzman, Assistant City Engineer (In coordination with: Wilson <br />and Company Civil Engineering - Mark Scholfield) <br />OWNER: City of Louisville, 749 Main Street, Louisville, CO 80027 <br />PLANNER: Jeffery M. Martell, Planner II <br />LOCATION: 96th Street Extension / Coal Creek Bridge Connection - approximately <br />800 feet south of State Highway 42 and 750 feet east of County Road <br />over Coal Creek (please see maps included) <br />ZONING: A - Agricultural (A portion of the Christman Annexation, 1983) <br />REQUEST: Case #03-007-FL - Approval of a Floodplain Development Permit to <br />allow for the construction of bridge abutments (bridge spanning across <br />existing Coal Creek) and two support piers - within the 100-year <br />floodplain zone <br />BACKGROUND: <br />The City of Louisville is proposing to construct a roadway improvement project for 96th Street <br />from south of Pine Street to a connection with the Northwest Parkway project just south of <br />Dillon Road. The alignment of this new road will be north to south. Construction of this <br />project is scheduled to begin in the summer, 2003. <br />A bridge spanning Coal Creek is needed to complete this roadway. The 96th Street bridge <br />construction includes two support piers, (built during phase one and phase two of the project), <br />that will structurally support the bridge. At this crossing over Coal Creek, the new bridge / <br />roadway will include two traffic lanes in each direction, have a raised median between the <br />lanes, and shoulders with separate pedestrian / bicycle trails on each side. <br />The location of the proposed bridge piers is within the 100-year floodplain of Coal Creek. <br />Because of this, a Floodplain Development Permit is required to be secured by the applicant to <br />begin the construction of the bridge. <br />A Floodplain Permit is to be reviewed and issued by the City, specifically the Board of <br />Adjustment per the Louisville Municipal Code, Sections 17.56.120-230, more specifically <br />Sections 17.56.160 A., B., and C. A review of the project against these sections in contained <br />in the following report. <br />1 <br />
