,L Sec t ion 3. Description of Project. The Project and the materials to be used will consist of the following: The improvements to be constructed are Via Appia Boulevard - approxima tely 5,500 feet of 4 lane divided highway, and approximately 700 feet of pine Street - a 2 lane major collector. Via Appia will have a center landscaped median, setbacks, sidewalks, and landscaping on both sides. The road section in each direction will include a 5 foot bike lane and two 12 foot tr avel lanes. The construction will include major wa te r lines under the streets, street I ig h t i ng , and signalization where required. The actual s tree t construction will consist of concrete curbs, gutters, and sidewalks, with an alternate for concrete or asphalt pavi ng. Both streets will connect to previously completed improvements. The improvements and estimated assessments are described in more de ta il in the preliminary eng ineering report on file in the office of the Ci ty Clerk. Section 4. Approval of Engineering Plans. The e ng in e e r ' s reports, toge ther with the preliminary details, s pe c i - fications, estimates of cost, maps, and schedules prepared and filed the City Clerk, are hereby approved and adopted. Section 5. Project Authorized. The Project, as shown by the plans, specifications, and maps prepared by the engineer and approved by the Council, and now on file in the office of the City Clerk, is hereby authorized and ordered. Sect ion 6. Cost of Project; He t hod of Assessment. The est ima ted to t a I cost of the Project is $2,280,000, plus an amoun t not exceeding 6% addi tional for costs of inspection, collection, and incidentals, all of which will be derived from assessments against real property incl uded within the Di s t r i ct. It is an t ic ipa ted that the Ci ty will not pay any part of the cost of the Project except to the extent that an assessment is made against prope rty owned by the City.
