Discussion Item: City -Wide Comprehensive Plan <br />Presented by Jeff Hirt, Planning Manager, Planning & Building Safety, and Ron <br />Zuccaro, Director of Community Development. Ron began by noting that the plan <br />primarily drives private development but affects open space as well. They will be going <br />two times to every advisory board. We are the first board they've approached. This is the <br />introductory session to familiarize boards with the general approach. This version of the <br />plan will be more accessible and simpler than the 2013 version. <br />Jeff will be the project manager and will discuss the steps toward initiating and <br />conceptualizing the city's new 10-year Comprehensive Plan (see agenda attachment). <br />He provided a series of printed posters for us to offer positive and negative reactions <br />and specific comments for improvement on Louisville's core community values. <br />Questions revolved around the following: <br />1. Which parts of the 2013 Comprehensive Plan's Vision Statement and Core <br />Community Values resonate most? What is missing or needs an update from <br />these statements? <br />2. What are your top three issues that this Comprehensive Plan Update should <br />address? This could include general (e.g., sustainability) or specific (e.g., land use <br />changes in certain locations) topics. <br />Jeff and Rob collected our sticky notes and will put together an overview of our <br />responses. They also asked if the existing 2013 Comprehensive Plan was valuable in <br />our OSAB work. None of the board members felt it was useful, though David and <br />Charles have referred to the Transportation Master Plan in their tiger team work on trails. <br />14. Draft 2024 OSAB Work Plan for City Council Review in Advance of <br />the February 13 Meeting with City Council <br />David's list of priorities: <br />-Most important things we want to accomplish in 2024 <br />-Work plan first draft (4-5 items), sales tax implementation, PROST master plan, <br />transportation master plan, trails, worry about unrelated expenses being charged to <br />open space <br />-Property Acquisitions (make process more effective) <br />-quasi-judicial status clarification <br />-pitch for OSAB's value-added <br />-list OSAB's accomplishments for 2023 <br />-remind Council we're in the city charter <br />City of Louisville <br />Parks Division 749 Main Street Louisville CO 80027 <br />303.335.4774 (phone) www.LouisvilleCO.gov <br />
