renovated by volunteers from the Downtown Business Association and is home to the summer Friday <br />night Street Faire offering live music and concessions. <br />Residential development in 2003 included approval and commencement of the construction of the 103- <br />unit Bal-Four senior housing complex, offering a continuum of care for the senior population. <br />MAJOR INITIATIVES IN 2003 <br />Significant accomplishments during 2003 include the following: <br />➢ Purchased water rights in the amount of $8 million; <br />➢ Completed the design phase and began construction of the new 17,500 square foot combined <br />police station and municipal court building, at a cost of $3.5 million; <br />➢ Began the design process with community input for a new Community Park to be located at the <br />south end of Main and Front Streets; <br />➢ Annexed and zoned the Smethills/Pickett property (3.5 acres) for future development of a park on <br />West Spruce Street; <br />➢ Improved various highways, streets, drainage ways, sidewalks, alleys and trails; <br />➢ Adopted a drought management plan; <br />➢ Began construction of the state Highway 42/96`h Street Connection Project, with a contract <br />amount of more than $7.3 million; <br />➢ Completed construction of the new In -Line Hockey Rink adjacent to the Louisville Recreation <br />Center tennis courts; <br />➢ Began the design process for a new Skate Park next to the In -Line Hockey Rink; <br />➢ Signed the "Super IGA", intergovernmental agreement with Boulder County entities, consolidating <br />previously approved agreements designating urban growth boundaries; <br />➢ Conducted citizen open space poll; <br />➢ Drafted a new Open Space and Parks Master Plan to guide the acquisition, maintenance, <br />preservation, and use of open space and parklands. <br />Also during the year, the City Council continued the mission statement of the prior seven years, namely: <br />deliver cooperatively and corporately the goods and services the citizens of Louisville need but which they <br />can't deliver individually; maintain the character, quality of life, and uniqueness of Louisville; address the <br />needs of all, focus those needs, and achieve balance for overall population; assess those needs in the <br />best manner possible within available resource of time and finances. <br />PROJECTS PLANNED IN 2004 <br />Planned City projects include: <br />Complete construction of and occupy new police department/municipal court building; <br />Design and begin construction of new library, as approved by the voters in November, 2003 with a <br />general obligation bond in the amount of $7,405,000; <br />D Complete construction of the State Highway 42/South 96th Street Connection project in the <br />amount of approximately $12 million; <br />➢ Update City-wide Comprehensive Plan (last done in 1989) with maximum citizen participation; <br />➢ Complete the Highway 42 Revitalization Plan, including designation of proposed land uses and <br />zoning regulations; <br />➢ Establish Louisville Urban Renewal Authority; <br />➢ Prepare a Business Retention and Development Plan; <br />➢ Complete design and begin Phase I construction of the new Community Park; <br />Complete design and engineering for the Bella Vista connection; <br />v <br />2 <br />
