<br />Planning Commission <br />Meeting Minutes <br />FEBRUARY 23, 2006 <br />Page 2 of 7 <br /> <br />Conflict ofInterest and Disclosure: None heard. <br /> <br />Lipton discussed the format that the meeting will follow for the evening as: public comment, <br />staff report, questions of staff, applicant presentation, questions of applicant, public comment, <br />commission discussion and commission direction to staff and applicant. <br /> <br />Public Comment: <br />Michael Levy, Portside Ct., Lafayette discussed his concerns regarding density, location of and <br />lack of buffer zones. <br /> <br />Jennifer Bales, 1520 Euclid Cr, Lafayette discussed the pump house location and its relationship <br />to the proposed development, the height of proposed townhouses, location of townhouses <br />appears to be at the highest point on the property, and proposed density for the entire site. <br /> <br />Betty (unknown), 709 Paschal Dr, Lafayette, discussed density, traffic concerns, and other <br />possible locations for higher density. <br /> <br />Bill Rumble, 744 Paschal Dr., Lafayette, discussed density, parks and playgrounds for the <br />development, and the possible effect on city services. <br /> <br />Staff Report of Facts and Issues: <br />Wood distributed a packet of correspondences received that included eighteen (18) emails <br />representing seventeen (17) property owners. He requested that those items be entered into the <br />public record. <br /> <br />Pritchard moved and Dalton seconded a motion to enter the packet of correspondence into the <br />public record. Motion passed by voice vote. <br /> <br />Wood provided the following summary points: <br />. Reviewed the applicants name and who represent as follows: North End Properties, LLC <br />- represented by Michael Markel and Chad Kipfer of Markel Homes, Brian Rick of Brian <br />Rick and Associates, Scott Pessin ofDTJ Design, and Jim Blankenship of JLB <br />Engineering Consultants. <br />. Property is currently zoned Planned Community Zoned district - Commercial and <br />Residential (PCZD-C-R). <br />. The subject parcel is located in the northeast corner of Louisville, is 73 acres in size with <br />frontage on both South Boulder Road as well as Paschal Drive. <br />. Reviewed a density comparison chart on page 5 of the February 23,2006 Staff Report <br />and noted the differences between the entitled density and the requested densities. <br />. Reviewed the following areas of the application regarding compliance with the <br />Comprehensive Plan: Framework Plan Map; Land Use; Principles and Policies of the <br />Comprehensive Plan; Transportation; Fiscal Health; Housing; Parks, Recreation, Trail <br />and Open Space; and Urban Design. <br />. Review of the Preliminary Subdivision Plat included the follow areas of discussion: <br />Public-Use Dedication; Hecla Lake Dedication; Davidson and Goodhue Ditch Laterals; <br />Park and Trail Dedication; Northern Colorado Water Conservation District; and Public <br />Street Standards. <br />. Review of the Preliminary PUD Development Plan. <br /> <br />Wood reviewed the requested information that the Planning Commission had requested during <br />the February 9, 2006 meeting: <br />
