3.Standardizing record keeping, collection methods, and reporting accomplishments to the City
Council can help the City assess its progress and make further improvements.

City Manager Items
The March 5, 2002 City Council meeting agenda was reviewed, and the following updates were
provided:

The current parking fee ordinance does not allow for refunds; and the definition of ‘useable
feet’ should be clarified.

The City is looking to lease office space for the IS staff, which could cost approximately
$10,000 p/year in leasing expenses.

Boulder County is requesting an additional $2,500 for the senior meal program for 2002.

On Wednesday (2/27), the Open Space Advisory Board will be hosting an open house at the
Louisville Library from 4-7 p.m. for public input on the land classification plan.

Recruiting is underway for a Director of Land Management. The Open Space Advisory
Board has offered suggestions to be incorporated into the job description.

There was a meeting today with Sean Malone & Erik Hartronft to discuss Downtown
Gateways.

The election schedule was reviewed. A TABOR ordinance must be adopted by July 16, 2002
in order to place a referendum question on the ballot.

Michael Schoenbrun, Balfour, is contesting fees for his 96-unit development. The Louisville
Municipal Code does not currently contain a classification for his development, so Mr.
Schoenbrun is suggesting $1.4 million in fees, versus the City’s calculation of $2.2 million.

Chuck Sisk was excused from the following discussion: The Avista addition is moving along.
The original subdivision agreement was approved in 1987 and may require renegotiating.

Staff Items
Heather Balser explained that Public Service preferred a two-year extension versus a four-extension,
or a twenty-year franchise renewal. City Council suggested the City move forward with a two-year
extension.

The meeting was adjourned at 9:45 p.m.

3
