A suggestion was made to invite the consultant to an upcoming City Council meeting to explain <br />what criteria was used to determine the classifications. It was decided that a tour of open space <br />properties with the consultant would be more beneficial. Staff was instructed to arrange the tour and <br />provide City Council and the Open Space Advisory Board with the details. <br /> <br />Public Comment <br />Jay Berger explained that it takes a tremendous amount of education to get people off social trails <br />and onto designated trails. He suggested that the City offer people an alternative to going through <br />the native grassland areas on Davidson Mesa. <br /> <br />Maureen Ivy stated that she was disappointed to hear Councilmembers focusing on their views and <br />not on preserving the ecological integrity of the City’s open space. <br /> <br />Progress Report on Needs Classifications <br />Project schedules for the Library and Recreation Center/Senior Center assessments were reviewed. <br /> <br />Various bond options to fund the Library and Recreation Center/Senior Center expansions were <br />reviewed. Assumptions used to calculate repayment are: <br /> <br /> <br />New construction costs @ $200/sf <br /> <br /> <br />Costs to renovate Library: $75/sf to increase square-footage from 13,000 to 26,000 <br /> <br /> <br />Costs to renovate Recreation/Senior Center: $50/sf <br /> <br />Council discussed several revenue sources, including passing a lodging tax or increasing sales taxes <br />to fund the expansions. A suggestion was made to also include the Via Appia pedestrian underpass <br />and the McCaslin interchange improvements into a “Louisville Improvement Bond” to fund all four <br />projects. <br /> <br />City Manager Items <br />Bill Simmons provided an update for planting the hillside on Via Appia. The Horticulture & Forestry <br />Advisory Board as well as the Open Space Advisory Board has approved the plan. <br /> <br />The Local Licensing Authority has requested that the City Attorney draft an ordinance to allow for <br />levying a fine versus license suspension. <br /> <br />The City is working with the Kmart property owner to determine options for the site. A real estate <br />consultant may be hired for assistance. <br /> <br />Applications for the Land Management Director will be reviewed in the upcoming week. <br /> <br /> <br />The meeting was adjourned at 9:45 p.m. <br /> <br /> <br /> 2 <br />
