Posted in City Hall, the Louisville Public <br />Library, the Recreation Center and the Courts and Police Department Building and mailed to the <br />surrounding property owners on February 17, 2006. The agenda was posted on the City's web <br />site and at City Hall, the Louisville Public Library, the Recreation Center and the Courts and <br />Police Department Building on March 10, 2006. <br /> <br />Conflict ofInterest and Disclosure: None. <br /> <br />Staff Report of Facts and Issues: <br />Wood provided the following summary: <br />. A final subdivision plat for the Coal Creek Memorial Cemetery, Third Replat. <br />. Property is owned by City of Lafayette, approximately 13 acres. <br />. In 2005 the cities of Louisville and Lafayette approved an IGA which provided that in <br />exchange for a two-inch water tap from the City of Louisville, the City of Lafayette <br />would replat the property holdings and convey proposed Lot 2 (3.087 acres) to the City of <br />Louisville. <br />. In the short term the City may utilize the property for a recycling area for trees and <br />branches. In the long term, the City plans to utilize the property for expansion of the <br />Louisville Cemetery grounds. <br />. Land Management has identified several environmental issues (coal spoils, concrete <br />crypts and concrete rubble) on the property which need to be abated prior to the <br />conveyance of the property to the City. <br />. The cost of abatement is currently under negotiation between the two respective City <br />Manager offices. <br />. Staff is recommending approval of a minor subdivision replat with the following <br />condition: <br />· The 20' ingress/egress easement located on Lot 2 be vacated by the applicant <br />prior to conveyance of proposed Lot 2 to the City of Louisville. <br /> <br />Commission Questions of Staff: <br />Loo asked if the environmental issues should be conditioned. <br /> <br />Wood replied that it would not be necessary because they are not a part of the Subdivision <br />Platting process. The City Council will have the final authority to approve the subdivision plat <br />and they will be informed of the environmental issues during their public hearing. <br /> <br />Dalton inquired when the project is scheduled to be heard before the City Council. <br /> <br />Wood stated that the City Manager's Office will determine that date. He also stated that the City <br />of Lafayette would like it sooner than later because they want to start to irrigate. <br /> <br />Lipton asked for comments from the Land Management Department. <br />
