CITY OF LOUISVILLE

July 23, 2002

The City Council of the City of Louisville met in a study session at 7:00 p.m. in the meeting room of
the Louisville Public Library, 950 Spruce Street, Louisville, Colorado. The following persons were
present -

City Council: Mayor Tom Davidson, Mayor Pro-tem Chuck Sisk,
Tom Mayer, John Keany, Michele Van Pelt, Don
Brown, and Arnold Levihn

Staff Present: Bill Simmons, City Manager
Julie Boyd, Deputy City Manager
Heather Balser, Assistant to the City Manager
Keith Williams, Recreation & Senior Services Director
Charlene Laus, Finance Director
Cindy Lair, Land Management Director
Bruce Goodman, Chief of Police
Tom Phare, Public Works Director
Nancy Varra, City Clerk
Meredyth Muth, Community Facilitator (7:15 p.m.)
Belinda Goebel, Administrative Assistant

Several members of the public were present; therefore, Council postponed the City Council Special
Meeting scheduled for 7:00 p.m. to allow for discussion regarding the RTD DASH bus service.

Heather Balser explained that at last week’s RTD Board meeting, the RTD Board voted to modify
the proposed DASH route, pending approval from the DASH sponsors (Louisville, Lafayette,
Boulder and Boulder County). The sponsoring entities have requested that the City of Louisville sign
a letter to the RTD Board requesting that the DASH route remain as proposed. The action taken at
last week’s RTD Board meeting would result in the RTD 227 route remaining as is, with the
increased service routed down South Boulder Route from Lafayette to Boulder, as an Express route.

Heather outlined the five-month public process that resulted in the proposed DASH route, and
explained that the City of Louisville also obligated $20,000 over two years for stop improvements
along the route.

1
