Don Brown replied that he would like more public process before making a final decision.

Tom Mayer stated that it is obvious the public process isn’t working as well as it should and
recommended asking RTD to provide more public involvement on the proposed DASH service.

Chuck Sisk suggested including a statement in the letter to RTD that under any circumstances, the
City does not want additional bus service on Pine Street.

Mayor Davidson asked Heather Balser for clarification on what the RTD Board decided.

Heather Balser replied that the RTD Board agreed to reconsider approving the DASH proposal
pending recommendations from the sponsoring municipalities. She explained that she was uncertain
how the RTD Board would react if the City of Louisville, as one of the sponsoring municipalities,
does not sign the letter of recommendation.

Debra Basket, US 36 Transportation Mobility Organization (TMO), stated that she facilitated the
public process for RTD and apologized that public notices missed some residents of Pine Street. She
explained that the proposed DASH service is part of a Boulder County Transportation Network and
was uncertain how RTD would react if Louisville doesn’t support the proposed DASH plan. She
stated that the City of Louisville might lose ground for future service improvements from RTD and
felt that it might be possible to start the modified route in December versus implementing the DASH
service in September.

Tom Mayer explained that the RTD Board’s impression of Louisville is that Louisville is cutting bus
service when other municipalities are clamoring for it.

Don Brown stated that he is not opposed to bus service, but is opposed to additional traffic on
residential streets.

Mayor Davidson directed staff to draft a letter to RTD, and schedule the letter to be the first item
discussed at the August 6, 2002 City Council meeting. He informed those in attendance that
everyone’s comments would be heard before City Council makes a final decision.

Michele Van Pelt asked Debra Basket for clarification that the current RTD 227 route would remain
unchanged.

Debra replied that she believed that was so, however, she suggested including that request in the
City’s letter to RTD.

Michael Deborski questioned how many more Council meetings the opponents of the DASH service
would be required to attend.

4
