SSSUM 2002 09 24 <br />on various organizations, explaining that this mill levy would cost the average $250,000 homeowner <br />approximately $36 per year and asked for Council’s support of ballot issue 1A. <br /> <br />Chuck Sisk asked Representative Saliman for a list of how the mill levy funds would be spent, which <br />Representative Saliman agreed to provide. <br /> <br />There was discussion regarding the impact on families who are on the waiting list and currently do <br />not receive any services. <br /> <br />Discussion/Direction – South Sub Area Comprehensive Plan <br />Paul Wood provided a history on the South Sub Area Comprehensive Plan and selection of a project <br />manager. He stated that the comprehensive plan amendment is primarily focused on transportation <br />and land use, as well as the fiscal relationships between the two. The project manager’s scope of <br />work would include: <br /> <br /> <br />Tracking existing and projected land use and transportation trends <br /> <br /> <br />Providing costs for infrastructure improvements and prioritization of capital expenditures <br />versus the return on levels of service and overall reduction in roadway congestion <br /> <br /> <br />Construction land use scenarios and associated revenues to offset cost of infrastructure <br />improvements <br /> <br /> <br />Develop decision criteria to evaluate land use scenarios based upon community benefit, fiscal <br />position, and urban service impacts by providing two future land use build out scenarios (one <br />based upon current zoning & one based upon potential rezoning) <br />He explained that at the August 6, 2002 meeting of the South Sub Area Steering Group, there was <br />considerable discussion focused on whether residential land use would be a component of the market <br />study. He introduced Sean Connellan, a member of the South Sub Area Steering Group and the Vice <br />President of Corporate Shared Services for StorageTek. <br /> <br />Sean Connellan explained that StorageTek has been a member of the Louisville community for 32- <br />years. He stated that they have invited some individuals to share some proposed conceptual <br />ideas/visions at tonight’s meeting. <br /> <br />Carl Worthington, Oz Architecture, explained that the focus of his work is to assist communities <br />who are trying to reinvent themselves and provide answers to fractured services. He stated that you <br />should provide a balance of mixed uses that are more people/pedestrian oriented versus automobile <br />oriented. The mixed uses reduce traffic congestion, eliminating the need to budget for traffic <br />mitigation. He reviewed potential uses that StorageTek could develop on their site to help reduce <br />traffic. <br /> <br />Ray Pittman, Catellus Commercial Development Corporation, stated that they try to match the needs <br />of all stakeholders when preparing plans.
