April 13, 2004 Study Session <br /> <br />Discussion/Direction – McCaslin Interchange Proposed Funding Agreement <br />Heather Balser provided an update on funding for the Interchange Improvement Project. She <br />explained that the project cannot go to bid until the Transportation Improvement Project (TIP) <br />funding is amended to include $3 million in federal funds approved for the project. <br /> <br />Bill Simmons reviewed some of the requested changes to the agreement from the Town of Superior. <br />The four-percent of project costs to Superior for administrative staffing is still under discussion. He <br />explained that the City of Louisville feels staffing costs are indirect costs, and they did not include <br />those costs when the interchange was originally constructed. There is also the question on whether <br />or not the Federal grant (TIP funds) allows for reimbursement of indirect project costs. After several <br />discussions with Superior’s staff, they cannot or will not explained their rationale for charging the <br />City of Louisville for indirect costs. <br /> <br />Bill went on to explain that Superior has also proposed a change to Section 6 of the agreement – <br />Ownership, Operation and Maintenance of First Phase Improvements, removing CDOT ownership. <br /> <br />After reviewing the proposed agreement, Michele Van Pelt stated that clearly Louisville City Council <br />does not agree with Superior’s proposed IGA. She suggested that the City of Louisville draft an <br />agreement and send the agreement to Superior for their comments.
