She cited the results of surveys that she <br />conducted at various crosswalks throughout the City, tallying the number of cars that would stop for a <br />pedestrian. She expressed dismay that even though Colorado State Law says cars must stop for pedestrians, she <br />witnessed a Louisville Police Department car that did not stop for a pedestrian at a crosswalk. <br /> <br />Councilman Keany stated that the City’s Youth Advisory Board has also mentioned the safety factor at <br />crosswalks. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br /> <br />Mayor Sisk thanked Councilman Brown for all his efforts to put together “Louisville Night at the CU Buffs” on <br />Saturday, December 18, 2004. The Men’s CU Buffs played CSU, winning over the Rams by a score of 89-83. <br />Mayor Sisk also gave a brief review of several meetings held this month: RTD FasTracks presentation by Cal <br />Marsella, and a meeting with newly-elected representative Brandon Schaffer. <br /> <br />REGULAR BUSINESS <br /> <br />ORDINANCE No. 1459, SERIES 2004 – AN ORDINANCE AMENDING CERTAIN <br />SECTIONS OF CHAPTER 3.12 OF THE LOUISVILLE MUNICIPAL CODE, <br />nd <br />CONCERNING TAX RELIEF FOR THE ELDERLY – 2 reading - public hearing <br />(advertised Daily Camera 12/11/04) <br /> <br />Patty Leslie, Finance Director, reviewed a staff analysis of the current tax rebate for qualified <br />Louisville residents over the age of 65. The number of rebates given in 2003 was 393, for a total of <br />$36,789. Year-to-date totals for 2004 show 339 rebates given, for a total of $49,000. Based on this <br />analysis, staff would like to recommend that the homeowner value be capped at $250,000, and that the <br />percent of rebate given to applicants exclude the Library levy of 1.526. She reviewed the tax rebate <br />programs for the surrounding communities. No public comments were received. Council voted 6-0 to <br />approve Ordinance No. 1459, Series 2004. <br /> <br /> <br /> <br />ORDINANCE No. 1460, SERIES 2004 – AN ORDINANCE AMENDING TITLE 13 OF <br />THE LOUISVILLE MUNICIPAL CODE, ENTITLED “WATER AND SEWERS,” BY <br /> <br />
