PAGE TWO <br />SUBJECT: McCaslin Interchange Funding IGA — Discussion/Direction <br />DATE: April 13, 2004 <br />appropriation. The project budget for Phase 1 does include a project contingency. <br />Staff recently met with Superior staff on the current progress on the bid/construction of the interchange. <br />At this point it is most likely that a TIP amendment at DRCOG for the $3 million in federal funds received <br />for the interchange will be complete by the end of May. The project cannot go to bid until the TIP is <br />amended to include the $3 Million in federal funds or that money may be in jeopardy. The project will <br />then proceed to bid in May, with construction to begin approximately 8 weeks later, or the beginning of <br />August. Originally with a bid date in April, construction was to have begun in late June, allowing for <br />completion prior to the holiday season. Such plans know seem highly unlikely. The new scenario would <br />have construction during the months of August through mid November with a halt to work during the <br />holiday season. Construction would begin again in January (weather permitting) and follow into spring of <br />2005. <br />Additionally, the City learned this week that due to increased costs for steel and a greater delay in <br />obtaining such materials, the pedestrian bridge might likely be delayed until spring as well. In the past, <br />RTD anticipated that the completion of the reconstructed interchange and the pedestrian bridge would <br />occur simultaneously to minimize pedestrian hazards. Should the interchange reconstruction be complete <br />prior to the pedestrian bridge, bus riders will have to cross from one side of the bridge to the other with the <br />enhanced interchange connections and crossings producing greater opportunities for conflicts between <br />pedestrians and autos. <br />RECOMMENDATION: <br />Discussion/Direction <br />
