FOREWARD <br />The year 2003 has been a quieter year in comparison with the past two years for the <br />Louisville Licensing Authority. Hopefully, the Authority can attribute this to the <br />continuation of the training sessions by the State and that training has been successful <br />in enlightening the establishment owners of deferring violations and /or early notification <br />of the police for assistance. <br />If training by the State has been effective in lowering the number of violations, then the. <br />Authority has been successful in meeting the goal of regulating the sales and service of <br />alcoholic beverages to maintain a safe, healthy community. This goal will maintain a, <br />position of priority with the Licensing Authority so Louisville residents can continue to <br />experience that healthy, safe lifestyle in regards to alcoholic beverage sales and <br />service. <br />The Authority accepted the resignation of member Karen Sackett and welcomed <br />Thomas Mulvahill as an associate member. Moniece Schmidt, the secretary, also <br />resigned and Nancy Varra assisted with training of our present secretary, Carol Hanson. <br />This year, the Authority has had to say goodbye to a member who was on the forefront <br />of the Licensing Authority. Bill Kimmett has decided he will not seek re- appointment. <br />Mr. Mulvahill will assume Mr. Kimmett's position on the Authority. <br />Louisville's Authority will continue to consider training a positive factor for an <br />establishment and consider participation in such during a show cause hearing. The <br />Authority does recognize many establishments offer training within their own <br />organization and may not participate in the State program: This information is often <br />made available at the hearing for a license. The Authority will continue to monitor the <br />need for /or against quarterly training. Carol Hanson will continue to publish the <br />newsletter, "Louisville Liquor Lore" which also addresses training issues. <br />The Authority is continually grateful to Tiffanie Bleau, the attorney to the Authority and to <br />Sam Light for filling in during her absence. Much appreciation goes to the Police <br />Department, particularly Detectives Jay Lanphere and Cristi Gordanier, for their time <br />and commitment to the Authority. The Authority conducted a work/study session with <br />the Police Department in 2003 concerning incident reports and offer thanks for the <br />education of newer officers in reporting and clarification of necessary information on <br />those reports and their assistance towards a safer community. <br />The Authority offers appreciation to all members of the Council and City Offices who <br />assist the Authority throughout the year with their support and guidance. <br />Margue <br />Local Li <br />1 <br />/A 1 <br />e Lipton, C % irperson <br />nsing <br />
