SIMMONS <br />CITY MANAGER <br />DATE: AUGUST 10, 2004 <br />SUBJECT: HISTORIC PRESERVATION COMMISSION/ <br />PROPOSED HISTORIC PRESERVATION ORDINANCE <br />ORIGINATING DEPARTMENT: CITY MANAGER'S OFFICE <br />SUMMARY: <br />The Historic Preservation Commission last came to City Council in February with the draft preservation <br />ordinance. At that time, the City Council directed the Commission to take the draft ordinance to the <br />public for comments and discussion. Since then, the Commission has made a number of presentations <br />on the ordinance and taken feedback from residents and business owners. In addition, members have <br />met with others in preservation to learn more about the process and citizen involvement. <br />To date, Commission members have done /scheduled the following. <br />• Information in the April /May and August /September Community Update <br />• Joint meeting with the Historical Commission - April 3 <br />• Meeting with Dan Corson, Colorado Historical Society - April 12 <br />• Chamber of Commerce Board of Directors Presentation - April 21 <br />• Historical Society Meeting Presentation - May 20 <br />• Participated in the Comp Plan Stakeholder Meetings - May 24 <br />• Taste of Louisville Booth - June 12 <br />• Met with Members of the Lafayette Preservation Board - June 14 <br />• Sponsored Citywide preservation session with a speaker from the National Historic Trust - June <br />24 <br />• Attended a countywide preservation forum - July 31 <br />• A meeting with the Downtown Business Association is scheduled for August 18 <br />Commission members will give you a brief overview of their activities since we last met in February, <br />including some information about what kind of response and questions they have been getting from <br />residents about the program. They will also be happy to discuss any questions you might have about <br />the ordinance. <br />In general, the types of questions that the Commission and staff have been getting are broad <br />assumptions that owners will never be able to change anything on their homes. Typical <br />questions /statements have been: <br />• Will this automatically landmark all of downtown /Old Town? — No. <br />• Will I ever be able to change or update by house /building? — Yes, we encourage adaptive reuse <br />of sites in a manner that retains the historic character of the original site. <br />• / am interested in purchasing parcel X, what would these new regulations mean? — The new <br />regulations would not affect any house /building unless it is landmarked.
