COUNCIL COMMUNICATION
TO: MAYOR AND CITY COUNCIL
FROM: WILLIAM A. SIMMONS
CITY MANAGER
DATE: AUGUST 24, 2004
SUBJECT: COMMUNITY PARK DESIGN DEVELOPMENT
ORIGINATING DEPARTMENT: LAND MANAGEMENT
SUMMARY:
Land Management staff and Design Concepts are moving forward on the final design of the Community
Park. The following issues will be discussed at the study session:
Parking Layout:
Design Concepts has revised the parking lot design to address concerns brought forth by the public and
City Council during the June 4, 2004 meeting. At this meeting the Concept Plan was adopted by City
Council with the request that Design Concepts look at the parking further to keep it from being in the
center of the park as much as possible without significantly changing the approved design. .The current
plan preserves the initial design and number of parking spaces while pulling the majority of parking
closer to the perimeter of the park.
Park Theme:
An architectural theme for the park will guide the design and be carried through in the architectural
design elements of the park. The proposed theme, Crossroads of History, Nature and Community, is
intended to be a general theme that will bring glimpses of historic Louisville as well as past and current
park surroundings all together in one park design. Elements that come to mind that are being converged
at the park include agriculture, the railroad, mining, historic Louisville structures, and the adjacent
riparian zone of Coal Creek. The area also signifies a transition of urban residential areas into a rural
setting, which is also demonstrated in the theme. The focus of the park where all of these elements will
meet will be the pavilion area. Design Concepts will work with an architect to create a functional
structure that will provide the vision, focus and feel appropriate to the location of this new park located
at the crossroads of urban and rural historic Louisville.
Budget:
Total Project Budget: $2,500,000
Expenditures to Date in `04: $33,260 Design Concepts, Concept Design & Public Process
$25,852 Drexel Barrell, Park Platting & Concept Design for
Bella Vista
SUBJECT COMMUNITY PARK AGENDA ITEM
DESIGN DEVELOPMENT
